The Passenger Transport team at Suffolk County Council has recently undergone a transformational team restructure, creating new posts to ensure we provide the best possible travel services to families and residents of Suffolk on our contracted services. As a result, there is now an exciting opportunity to join the team as a Monitoring and Enforcement Officer, based in Endeavour House, Ipswich

The Passenger Transport team provides over 1300 contracted transport services to get the people of Suffolk to education, work, retail, health services and leisure. With over 190 different transport operators who deliver these services, we are looking for an enthusiastic person with experience in contract management or enforcement role to manage all aspects of the suppliers we use, to ensure compliance with policy, guidance and legislation to ensure we are providing a robust, sustainable and compliant external supply market in the delivery of our services.

Your role
This is a new role where you will have the opportunity to help shape the future of our contracted services and will be a pivotal contact for key stakeholders.

In this varied, challenging and rewarding role you will:
• Manage the external supply market in line with policy, guidance, and legislation engage daily with operators, schools, parents, and colleagues so will need to be empowered to make decisions, negotiate, and influence
• Use your knowledge of relevant law, policies, and procedures along with being adept with data and contract management to monitor contractual compliance.

Your responsibilities
• Lead on managing key suppliers with evidence of sound contract management including negotiation and influencing skills, compliance of services and development of new solutions
• Manage all associated processes surrounding the external supply market to ensure contract compliance and improve the quality of transport provision
• Collate, record and monitor appropriate documentation to ensure validity and compliance with legislative and contractual requirements
• Investigate, record and resolve contractual non-compliance issues
• Lead on and attend the inspection of vehicles on contracted transport services.

You will need
To be a dynamic individual who is committed to delivering a reputable transport service in Suffolk.

As such you will need to have
• Experience of working in a transport, enforcement or licensing environment
• Experience in contract management and compliance
• Experience of delivering improvements and developing contract and supplier services
• Experience of working collaboratively with a range of stakeholders.
