About the ECS Directorate

The Environment & Community Services (ECS) Directorate is organised into four service divisions supported by a fifth support division. The department also contains the Community Strategy and Partnerships Team. The service divisions work with key stakeholders and local communities to deliver the Council’s key strategic objectives relating to planning, housing, transport, economy and climate change in a sustainable manner.

The Council has a challenging agenda for housing and economic growth as set out in its Core Strategy. This sees the delivery of 27,000 new homes across a number of major development sites and the development of three of the six West of England (WoE) Enterprise Zones/Areas.

The ECS Directorate plays a key role in delivering the Council’s housing and economic growth ambitions, identifying sustainable solutions and delivering strategic projects in support of this growth. The Directorate develops policy, identifies solutions and works with partners to deliver strategic transport, environment and climate change and energy infrastructure.

About the Division

The Transport & Strategic Projects (T&SP) division, one of the five divisions within the ECS Directorate, is tasked with formulating, securing funding for and delivering an ambitious portfolio of projects ranging from simple low cost transport schemes to complex, high value, multi-agency projects in support of a challenging agenda for housing and economic growth.

As a Project Development Manager within the Strategic Transport & Environmental Policy Team you will lead the development of a programme of major transport schemes on behalf of South Gloucestershire Council. This will involve seeking the funding for these schemes and ensuring that the case can be made to access these schemes. In addition, you will work closely with key project partners including Elected Members, other WoE Unitary Authorities, Government Departments and Agencies and private sector partners.

About the role

South Gloucestershire Council are currently recruiting a talented Project Development Manager to be based in our Badminton Road Office, Yate.

This is an exciting opportunity for an experienced individual to assume responsibility for developing and managing major transport schemes and complex projects, successfully challenging approach to delivery to drive innovative solutions and savings in both time and cost. The post holder will also lead and manage Project Delivery Teams in a matrix environment, with support from the Strategic Transport & Environmental Policy Manager.

About you

To succeed, you will be an experienced Project Development Manager with a strong track record of successful business case and project formulation, as well as project delivery. You will possess excellent leadership, commercial skills and stakeholder management credentials. Your approach to problem solving and passion for getting the job done will be complemented by your ability to work at the pace necessary to meet the requirements set by the Strategic Transport & Environmental Policy Manager and the ECS Director. Regardless of your background, you will need to bring excellent communication and influencing skills, appropriate to working in a large, complex multi-agency/partner environment.
