At Swindon Borough Council, we want our town to be the best it can be. Our ambitious vision is supported by realistic transformation programmes, with the people of Swindon at their heart. Because that’s who we’re doing it for – the communities and businesses that make our town great. As part of the Council, you’ll support a friendly local authority making decisions with real impact. It’s all for better public services, better processes and a better quality of life for everyone. Join us, and Swindon will be better with you.
We have a number of fantastic opportunities to lead the place making agenda in Swindon. We are looking for Heads of Service to provide strategic leadership to our planning, transport and regulatory services and expert Service Managers to lead the implementation of our ambitions.
As the lead for all Transport functions across Swindon, this new role has been created to reflect the need for strategic thinking. The post holder will be the interface with senior leaders both inside and outside the organisation. You will be provided with the opportunity to shape and mould service delivery, combining matrix management alongside the need to fully embed performance-driven change.
We are striving to develop excellence in asset management, capital programme delivery and policy development. The service has a vision to be an exemplar locally and nationally in delivering our corporate aims and pledges, tackling the climate emergency and ensuring a high-quality environment for our residents.
We have ambitious plans and are looking for ambitious people to embody our high performing inclusive organisational culture, where everyone can thrive whilst making a real difference to our local communities. This is an opportunity to make a real and lasting impact on the local, regional and national stage.
Your Next Role
You will provide strategic leadership, management and development of a portfolio of transport-related services in line with Council priorities and financial targets.
You will have a strong background in Highways and/or Transport and relevant technical knowledge with a proven track record of effective leadership, strategic thinking and change management, including supporting the empowerment of others to take ownership and accountability of outcomes.
With your proven ability of leadership at senior level you will work in a collaborative manner with elected Members, Corporate Board, other directorates, external and internal stakeholders, community members and other bodies that interact with this role.
Being IT competent and proficient with digital processes you will seek to drive digitisation across the service area and combine this with the ability to analyse data and intelligence to drive improvements whilst collaborating with partners and communities.
Your excellent knowledge of the latest thinking in the field of Highways and Transport and experience of driving the zero-carbon agenda, together with a clear and thorough understanding of the legal framework that the service is operating in, will create a learning environment where innovation and creativity is celebrated and risks are managed.
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
Your next package
Please see our Rewards and Benefits offer for more details.
As an employee, you will receive a diverse and exciting environment in which to work, encouraging creativity and innovation whilst recognising the need to support ongoing personal development and a flexible work life balance.
For Swindon to thrive in the future, we need to lay the foundations now. It’s why our regeneration and transformation programmes are already underway. So, you’ll be joining us at an exciting time on our journey. We’ll look to you to share your knowledge, influence decisions and drive real, positive change. With your contributions, we’ll achieve our vision of a prosperous, re-vitalised Swindon by 2030 together. And you’ll be proud to say it was made better with you.
