Job Title: Highways Development Manager (South-Western & Mid-Herts)
Base Location: County Hall, Hertford
Salary Range: £42,683-45,591 p.a. plus £3,000 p.a. market forces payment
Hours: 37 per week
Contract: Permanent

Job Duties:

Hertfordshire County Council offers an ideal opportunity for a highly motivated, enthusiastic and organised senior engineer / transport planner with a focus on providing responses to planning applications to join our Development Management Group. As part of the Whole Client Service in Hertfordshire Highways, you will work closely with county officers and WSP/Arup embedded staff reviewing and assessing impacts on the transport network which result from proposed developments and providing responses to the Local Planning Authorities.

Key responsibilities:

- Ensure your team provides the statutory response for this Highway Authority on time for half of Hertfordshire
- Evaluate and report the implications of planning applications by vetting Transport Assessments/Statements
- Provide pre-application advice and support to the process of negotiating with developers, their agents and consultants on contributions to transportation infrastructure
- Ensure transport related planning obligations get delivered on time. Support bid preparations
- Collaborate on new standards and departures thereof. Provide support to the consideration and reporting the transport implications of emerging policies and development local plans
- As sponsor, ensure legal agreements and Traffic Regulation Orders are completed swiftly. Ensure other group members and key stakeholders are engaged as early as possible

This role is a fantastic opportunity for an individual with relevant experience. To apply for the role you will need:

- Postgraduate Diploma, Masters or Honours Degree in Civil Engineering studies or Transport Planning, or equivalent relevant experience
- Leadership skills with a depth and breadth of technical knowledge in the highways sector
- Ability to work effectively and competently with people at all levels in the organisation
- Ability to work without supervision; effective time management and strong organisational skills
- Ability to work to deadlines and see tasks through to completion
- An understanding of transport related and regeneration issues; knowledge of the planning process
- Good appreciation of the political context within which the service operates, demonstrating awareness of the wider implications (e.g. political/environmental)
- Experience of producing and presenting reports, statements, and writing legal instructions
