Job Purpose and Role

The purpose of this role is to establish and lead a project team to develop and deliver major corridor intervention working collaboratively with four local authorities and TfWM and other relevant stakeholders.

Main Duties and Responsibilities

1.To ensure that the £50,000,000 corridor programme is developed and delivered to the appropriate time, cost and quality criteria.

2.To manage the £500,000 budget for the programme

3.Ensure that the risk portfolio attached to the corridor is appropriately managed and controlled in line with the risk appetite identified by the Black Country Director of Transport.

4.Provide programme level reporting to the Black Country Director of Transport and relevant boards are kept informed of all issues and to provide advice in order for appropriate decisions to be made.

5.Performance Management of those staff directly reporting to this post ensuring that the deliverables required of these posts are met.

6.To work collaboratively across the relevant organisations in order to secure funding and ensure successful delivery of a corridor programme.

7.To act as the single point of accountability and responsibility in the eyes of Black County Director of Transport and all respective stakeholders for the overall delivery co-ordination of the corridor programme.

8.To provide assurance to Black Country Director of Transport that the corridor programme is being managed and delivered in accordance with the approved processes and that effective programme governance is in place and adhered to.

9.Ensure that appropriate Project processes are put in place and utilised consistently.

10.Provide visibility to the Black Country Director of Transport and associated boards on the progress, risks and issues associated with the individual projects/work packages within the programme.

11.Ensure all funding issues are appropriately managed in conjunction with all partners.

12.Ensure with all partners that appropriate arrangements are in place for the delivery of the Programme and that these offer a suitable level of risk transfer.

13.The Day to Day Line Management and Performance Management of those staff assigned to this project. This to include providing leadership, direction and mentoring of the staff engaged on the delivery of projects within this portfolio.

14.To ensure an effective working relationship between staff engaged on the delivery of projects and work streams within this programme and all partners.

15.To develop a WebTAG major scheme business case for the corridor programme

16.Maintenance of project documentation and software in conjunction with the PMO

17.To ensure that documentation produced for review/approval by Black Country Director of Transport is done so in timely, accurate and cohesive manner, having first undergone review before submission providing visibility of programme/project progress and risks or issues which affect any aspect of programme/project performance.

18.To act as the day to day point of contact with Programme Partners & Stakeholders ensuring that any issues or clarifications raised are resolved in an effective and mutually agreeable manner

19.To lead in the procurement of consultants and/or specialists who may be required in delivery of the projects within this portfolio.

20.To ensure that Lessons Learnt as part of any post project review are recognized and implemented as appropriate in development & delivery of the programme going forward.

21.To maintain an accurate assessment of the resource requirements, including skills and capabilities, required, within the Black Country Transport Team to effectively & efficiently deliver the projects and workstreams within this programme.

22.To ensure that programme/project management best practice is identified and utilised through the delivery of the programmes and workstreams.

23.To provide technical expertise & Project Management knowledge during the development and delivery of the projects and workstreams within this programme

24.Elected Members of the Black Country Authorities, Black Country LEP, TfWM, MP’s and Government Officials in conjunction with Black Country Director of Transport and other corridor programme managers.

25.Working across disciplines in all other relevant local authorities.

26.To have full accountability for the development of the project and full financial accountability where appropriate in respective projects.

27.To act in accordance with the Council’s Constitution and other Codes of Conduct.

28.To participate in staff development, appraisal and training as appropriate including continuous professional development.

29.To undertake any other tasks, duties and responsibilities as directed and appropriate to the grade and role of the post subject to any reasonable adjustments under the Disability Discrimination Act 1995 as incorporated into the Equality Act 2010.

30.To participate in the wider development of the service and contribute to service improvement as required.
