Planner - Transport Modelling

Job Purpose
You’ll assist by providing strategic and tactical transport modelling and analysis that informs Public Transport business decisions. You’ll support the delivery of short, medium, and long-term forecasts that can be used in plans for trains, buses and station infrastructure and how customers want to use them. You’ll optimise services for customer journey time, service reliability, network capacity and connectivity, while taking account of value for money, operational constraints and customer priorities.
Examples of our current work include considering the implications of changes to services for London Underground, Rail and Buses; planned temporary service closures including escalators, lifts, or train operations; modelling additional station capacity or increased commercial opportunities within stations. This will also consider the impact of changes in the short and longer-term on demand as services and population change. On the job training is provided in our bespoke tools.
Key Accountabilities
• To provide technically competent advice concerning complex strategic, service development and operational issues using modelling, forecasting and analysis. To provide quantitative measurement of the potential impact on customers of business decisions through modelling and analysis of journey times, including the effect of crowding and congestion.
• To provide analysis for senior business leaders to resolve complex strategic & operational problems. Timescales will cover from issues impacting in a few days through to the extent of the Business Plan and beyond and can involve decisions on multi-million pound projects.
• To provide analysis and modelling that is technically proficient, understandable and actionable to influence business and operational decisions. To help develop, run and maintain a set of models and tools ensuring they are up to date, validated, calibrated and fit for purpose.
• To provide expertise in Underground, Rail, Bus and pan-TfL transport modelling and analysis tools by integrating input from a range of professions to provide development that improves efficiency and innovation by using best practice and adopting procedures for quality assurance
• To help ensure the range of information sources from across LU, Rail, Bus, TfL and from worldwide benchmarking meet the needs of modelling and analysis by providing technical specification to improve existing and new sources of data.
• Contribute to the development of Public Transport Planning team capability. Support the development of apprentices, research students, and modelling consultants in carrying out their accountabilities. Ensure that their objectives are set, training and coaching provided, and that development is achieved whilst also meeting shorter term objectives and deadlines.
Skills:
Essential:
• Excellent data analysis using Excel.
• Ability to work with modelling and analysis tools to develop and run models which deliver customer service and innovation in a productive approach.
• Ability to interpret and communicate modelling and data analysis from different information sources effectively.
• Strong written and verbal communication skills.
Desirable:
• Able to code in one or more of VBA, R, Python, etc. or data analytic tools and query using Business Intelligence tools or GIS packages
• Data collection skills and ability to define and do research and interpret the outputs.
Knowledge:
Essential:
• Degree in highly numerate discipline or equivalent experience.
• Knowledge of computer modelling techniques.
Desirable:
• Knowledge of the relevant transport models and software used in TfL and their application such as Train Service and Pedestrian modelling software including Legion
• Knowledge of some of the relevant transport analysis or forecasting of demand, revenue for transport services e.g. using demand modelling and network assignment such as Emme, Cube, Vissum, MOIRA, RailPlan or Motion or PDFH.
• Knowledge of Transport Planning principles and their application. Ideally in public transport service, reliability issues and service performance metrics and their application.
• Understanding the principles by which decisions are made and executed and knowledge of the business case development process including DfT’s TAG or equivalent.
Experience:
Essential:
• Experience in modelling & analysis in network or service industry, preferably in transport
• Experience of managing and delivering own prioritised work programme and responding to customer needs
Desirable:
• Experience of communicating effectively to stakeholders to enable data led decisions
• Experience of delivering high quality data collection, research, analysis and interpretation of data from different sources
• Experience of participating in multiple teams
