About the Role
This is an exciting opportunity to join our Programme & Strategy team, as a Transport Contracts & Performance Manager. Reporting to the Programme & Strategy Manager, you’ll be leading on the developing and managing a number of key contracts, as well as overseeing broader programme delivery and performance outcomes across the division. You will be managing up to two officers, who will assist you in achieving these goals.

Initially, key contracts will include those falling under a new Transport Framework, as well as contracts for the operation of EV Charging Points, e-bikes and car clubs. By building good relationships with project managers, suppliers and the Council’s procurement team, contracts will be closely managed and monitored, ensuring that all parties are adhering to their obligations. Your contract management experience will enable you to offer robust advice to project managers and assist with the resolution of any issues, leading to continuous improvements in service delivery. This will enable you to take a key role in future contract reviews and tender processes.

You will also be responsible for reviewing and improving programme management processes and documentation for the division, ensuring adherence to effective governance and quality assurance. Alongside this, you will oversee the monitoring of performance and project outcomes, with high quality reporting enabling data led decision making.

This is a unique opportunity to gain further experience in both contract development and management, as well as enhancing your programme management, partnership working and negotiation skills in the process.

About the Team You’ll Be Working In
You’ll be working in the Programme & Strategy team, which sits within the Transport & Parking division. The team is responsible for delivering a number of the council’s strategic transport projects (including the Parking, Kerbside and EV Strategies), as well as helping to monitor contracts, delivery and performance across the division. These transformational projects play an important part in delivering the Council’s Corporate Plan and transport objectives. We recognise the importance of achieving a good work-life balance, meaning there is flexibility on the number of days you are required in the office each week.

About You

1. You have a strong track record of effective contract management, leading to successful delivery of projects and services. Ideally, this will have been achieved at least partially within a local authority context, with knowledge of the transport and parking sector a distinct advantage. You have acquired this strong track record by having excellent organisation skills, an ability to keep on top of day to day contract management and drive exemplary performance and innovation. You can easily identify where intervention or escalation is needed, to ensure that contractual commitments are achieved by all parties.
2. You have experience in developing and reviewing contract documents to meet service needs. Working closely with colleagues from across the division, you have the ability to rapidly grasp service requirements and translate this into robust contract and tender documentation. Your strong analytical, reasoning and decision making skills allow you to interpret and apply complex policy and procedural guidance and determine appropriate approaches. You are able to build connections and network with other local authorities to undertake benchmarking and explore best procurement practice in relation to the contracts that you are responsible for.
3. You understand how to deliver effective performance reporting, which can be used to drive improvement through data led decision making. You can confidently steer a team to produce high quality reporting on a substantial portfolio of projects through a robust analysis of data. You understand the importance of communicating this information in an easily understandable format to help inform improvements to processes, programme development, project management and public perception. Good working knowledge of Microsoft Project, Verto, Excel, and GIS systems is desirable.
4. You possess excellent oral and written communication skills. You have an open and approachable manner that allows you to engage positively and build strong relationships with colleagues, contractors and stakeholders to drive the delivery of projects successfully. You have the confidence to resolve any contract issues or conflicts in a proactive, timely and mutually agreeable manner, or to take firm and decisive action when necessary. You have the ability to present information clearly, concisely and persuasively to a wide range of audiences.. You have an ability to summarise often complex proposals into non-technical language and draft clear, concise and accurate reports and summaries.
5. You are enthusiastic, approachable and act with integrity. This allows you to engage positively with your team, colleagues and contractors. You have a calm and clear approach to dealing with challenging issues to ensure the reputation of the team and council is maintained and ensure successful outcomes for our residents and community.
