About us
The Infrastructure Planning Team is part of the Major Infrastructure Delivery Service, which supports the delivery of more than half a billion pounds of infrastructure delivery across the County.

With the current investment in the capital programme focused on supporting growth identified within five District Local Plans, the work involves joint initiatives between the private and the public sector, national bodies and local communities. It is a truly exciting time to be part of our county-wide challenge and make your mark.

Major infrastructure Delivery is changing to incorporate more innovative cycling and pedestrian schemes, bus priority and enhancing and facilitating rail access to meet the climate challenges. While delivering supporting infrastructure from motorway junctions, new roads and bridges and enhanced sustainable smart corridors incorporating rapid transit and cycle routes. All these schemes create unparalleled opportunities for innovative enthusiastic infrastructure planners to make their mark.

About the role
You will lead a hybrid team of Oxfordshire staff and supporting consultants who specialise in infrastructure & transport planning, alongside planning, environment, and land assembly professionals. You will manage, guide, and support the team in developing option appraisals, feasibilities, planning applications and business cases for acquisition of land.

You will oversee a portfolio of projects and technical staff to ensure that the schemes are developed to the highest quality, the projects are informed by engagement with stakeholders and the public and meet the original objectives including safer, healthier places, sustainable and more reliable journeys, and responding to the climate emergency.

Alongside the current delivery, you will help to shape the pipeline of investment and future capital programme of schemes, working with the District and City councils in understanding the priorities and ensuring deliverability of future schemes.

About you
There are few places in the UK where investment in infrastructure has been at the scale and pace planned in Oxfordshire so we appreciate that our ideal candidates may come from a range of backgrounds.

You will need to have significant experience in Transport or Planning and have experience in delivery of complex projects with a wide range of challenges. You will need to demonstrate experience in working on a national level as well as a local level.

You will have experience, knowledge and eagerness to developing active travel and sustainable measures; with a good understanding of the planning process, environmental appraisals and awareness of CPO process; You will understand the importance of balancing physical, environmental and economic aspects. You would need to have a broad knowledge of transport modelling to deliver best value multi-modal infrastructure investment.

Delivering investment plans will oversee and check the use of relevant data, help us identify issues and options, actively take responsibility for and contribute to, transport and other planning solutions. You will be required to represent the Council and engage with stakeholders, political and community partners. You will need to be flexible enough to travel across the County to visits sites and engage and communicate effectively with a range of people.
