Greenwich’s Transport Strategy includes plans to improve road safety and air quality, boost active travel and bus use, and roll out more 20mph limits and controlled parking zones, providing more sustainable streets.

The aims are set out in the our Transport Strategy. Greenwich has pledged to invest and improve infrastructure for walking and cycling, tackle congestion and improve air quality.

The funding, including support from Transport for London (TfL) and the council’s own budget, will support transport priorities including: 20mph speed limits; controlled parking zones (CPZs); more school streets; emissions-based parking charges; free cycle training and a ‘try before you bike’ scheme, run with Peddle My Wheels.

About the role
You will play a key role in shaping the Council’s ambitions for our future transport network, implement high-profile schemes and maintain a strong grip on the delivery of key projects.

To be successful in this post you will be as comfortable with strategy as you are with leading large operations. You will need to bring energy, tenacity and strong communication skills. You will thrive on data and evaluation to evidence and inform delivery and service improvements.

Responsibilities include Highways Safety Inspections, Planned Maintenance (Footways and Carriageways), Winter Maintenance (Client Operations Duty Officers) Section 278 agreements , Highways Development Management, Stopping Up Orders, Highways Adoptions, Highways/Transport Planning Comments.

The role involves recruiting, training, and leading staff dispersed across different locations, fostering a skilled and adaptable workforce. Additionally, the manager must prioritise service standards, manage budgets, and ensure performance management and service improvement. This job is also responsible for managing contracts, data security, risk assessment, and business continuity.

About You
We’re seeking a strong leader to be our Head of Highways & Traffic leading the Highways Maintenance Development Control, Traffic and Road Safety, Network Management, Highways Contract Management and Technical Support teams.

Experience must include Highways Maintenance, project implementation, leading on road safety behaviour change, active travel behaviour change and the delivery of the Local Implementation Plan.

Comprehensive knowledge of the environmental and regeneration issues facing the borough, along with an excellent understanding of the political interface in a local authority. You’ll have the ability to interpret, model and articulate a strong strategic vision for service quality and continuous improvement.

You’ll be a confident, commercially focused, strategic thinker, able to create innovative solutions and engage with and influence others.
