About this opportunity
The Programme Lead–Transport Appraisal is a key post within a growing Infrastructure Planning & Transport Service, which is responsible for the Council’s engagement in all major projects and transport infrastructure schemes to support delivery of the Council Plan, Local Plan and Local Transport Plan, as well as other Cumberland wide partnership initiatives. The role involves setting appraisal specifications, modelling briefs, and developing business cases for major schemes such as highway and rail upgrades, bus and active travel corridors, and innovative mobility schemes across a diverse socio-economic area, including large towns, rural extents and a National Park.
The role will support the council’s Infrastructure Planning Team to achieve an integrated approach to transport planning and scheme development to enable infrastructure to unlock sustainable development, support economic growth and social wellbeing within Cumberland. The postholder will also act as a Council advisor on multi-partner project boards delivering major transport infrastructure, economic development, housing and other Place-based interventions. The postholder will liaise with neighbouring districts and regional partners to develop funding bids, district plans and business cases. You will be part of a skilled, well-supported and dedicated service in delivering the Council’s core health, wellbeing and sustainable growth agenda. There will be strong opportunities for continued professional development through the position.
About you
We are looking for an experienced practitioner with a solid breadth and depth of knowledge regarding transport appraisal planning and/or economic development, and relevant legislation. Sound knowledge of transport analysis systems, particularly DfT’s TAG, business case development and modelling packages, with ability to manage consultants on appraisal & modelling commissions. Experience of working with elected members, planners and private-sector partners will be valuable, as will knowledge of managing professional services consultants and developing diverse partnerships.
Whilst complementary to the role, knowledge of contemporary design guidance, particularly highways & active travel, and risk management and assessment processes would be advantageous to role. A capability and/or track record in finding solutions to complex problems and assessment challenges, for example, setting positive investment frameworks that address social exclusion and inequalities, will support wider fulfilment of the position.
