Your role in elevating the East Midlands
Improving transport is central to EMCCA’s goal of raising up the East Midlands region. As our new mayor has highlighted, there is no point creating more skills and employment opportunities if people cannot access them. Residents need to connect into the regional web to boost prosperity and prospects – you will play a key role in making that happen. We want you to provide strategic leadership and direction for our new Transport Strategy function – you have the opportunity to deliver a transformative Transport vision through our single Local Transport Plan and associated sub-strategies.

There will be close collaboration with our Director of Transport, Head of Transport Investment and other EMCCA colleagues. Together, you will build the partnerships and collaborations that will drive impactful change for the transportation landscape. Your leadership skills will come to the fore in motivating and developing the new Transport Strategy team and fostering an inclusive, high-performance culture. You will also take responsibility for the function’s budget and financial performance, maximizing resources and accountability.

A further key accountability is defining EMCCA’s strategic approach to transport decarbonization and sustainability – you will provide influential leadership in addressing our declared climate emergency, while also promoting healthier lifestyles.

Your profile
• Membership of a relevant professional body or equivalent of up-to-date knowledge and continual professional development.
• Proven track record of providing strategic leadership and direction, with a demonstrable ability to build, nurture and inspire high-performing teams.
• Significant experience within a Local Transport Authority or similar setting, giving you a deep understanding of local transport governance, regulations, and operations.
• In-depth knowledge of the strategic transport implications of development proposals, ensuring alignment with transport objectives and sustainability goals.
• Demonstratable ability to align local transport plans and other transport programmes with broader economic and land use plans and strategies.
• Proven record of developing innovative solutions to address the net zero challenge, including strategies for decarbonization and sustainable transportation practices.
• Excellent knowledge of active travel principles and experience in developing Local Cycling & Walking Infrastructure Plans (LCWIP).
• Established relationships with key strategic stakeholders such as Network Rail, Great British Railways, National Highways, Midlands Connect, local councils, and other relevant authorities.
