This is a career development role. Depending on experience, the successful candidate may be offered the role at a Principal Officer level and supported to develop to the Strategic role through a career progression pathway.

Your new role
You will develop and deliver innovative, strategic transport projects which address air quality and wider cross-cutting transport delivery issues in support of the vision and objectives of the Portsmouth Transport Strategy and national transport priorities.

You will have day-to-day oversight of the Portsmouth Clean Air Zone and you will take a lead role in the development and delivery of the transport air quality policy framework for the city.

You will support and enable understanding of wider transport delivery impacts in relation to the council's corporate greening, biodiversity and climate change agenda, building on existing relationships with elected members and key decisions makers. You will also advance development of effective working relationships with operators, other local authorities and key stakeholders. You will also manage a small team and advise and guide Transport Planners, by providing technical expertise and experience in solving more complicated problems.

What you'll need to succeed
You will have a degree in a relevant discipline or demonstrable equivalent work experience. You will have experience in transport planning or project management in the transport industry with effective delivery skills and experience of dealing with financial and budget management.

You will be able to communicate verbal messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be knowledgeable in transport planning. You will have the ability to represent the service at highly challenging internal/ external meetings, with integrity and confidence and have excellent communication skills to put forward persuasive and compelling arguments.

You will keep up to date with best practice in the profession, seeking innovative approaches to transport issues and developing best practice solutions. You will be able to think through issues, make connections and establish solutions which draw on this bigger picture view of transport. You will be able to lead and manage transport projects strategically with the ability to make connections between disparate issues, and creatively combine solutions to solve multiple problems.
