Peninsula Transport is one of the seven Sub-National Transport Bodies (STBs) in England working in partnership with Government to create regional transport strategies and implementation plans to prioritise transport investment and facilitate delivery. It was formed by, and works on behalf of, the local transport authorities in the peninsula – Cornwall Council, Devon County Council, Plymouth City Council, Somerset Council and Torbay Council.
Over the past five years, Peninsula Transport has been working to create an evidence base to inform the development of its first regional transport strategy which will be published later this year. The Department for Transport is looking for STBs to play a growing role in the development of national policy and regional investment plans as well as becoming centres of excellence to provide technical and policy support to local transport authorities. In recognition of this growing status, Peninsula Transport is looking to appoint five permanent staff to take this important work forward – two director roles, supported by three project managers.
The creation of a permanent core team is being led by Plymouth City Council, the accountable body for Peninsula Transport, supported by the Department for Transport who will be funding these posts.
The team will be employed by Plymouth City Council but will serve all local authorities within the peninsula and report to the Lead Officer and Peninsula Transport Board. Whilst the team will be based at Plymouth City Council, all members of the team will be required to work across the peninsula and in collaboration with strategic transport providers, the other six STBs and the policy leads at the Department for Transport. All posts are based on a hybrid working model reflecting the nature of the role and geography of the peninsula.

Reporting to the Lead Officer, the Programme Director will lead on the development, approval and delivery of the annual work programme in order to ensure the STB performs its role as the lead strategic organisation for transport across the peninsula, demonstrating how investment achieves the Government’s priorities of enabling economic growth, levelling up in the Peninsula Transport region and achieving net-zero.
They will own and ensure that the outputs for the strategy, analysis & appraisal and programme management functions are fully integrated into the on-going development, update and delivery of the STB’s Strategic Transport Plan taking responsibility for the evidence base and business cases that will support decision making.
Provide strong, visible and collective leadership as a member of the STB’s Core Staffing Team across a complex governance structure, both internally and externally, across both public and private sectors to achieve the STB’s vision.
Support the STB Senior Management Team in preparing, implementing and maintaining the Strategic Transport Plan and associated transport strategies for the Peninsula Transport region.
The Programme Director will also be responsible for producing the annual business plan, reviewing and maintaining the peninsula’s investment priorities and liaising with the local authorities and providing strategic support where appropriate.
