About the Role
This is an exciting opportunity to join our Programme & Strategy team, as a Strategic Projects Manager. Reporting to the Programme & Strategy Manager, you’ll be leading on the development and delivery of a range of projects, most of which form part of our recently approved Kerbside and Parking Strategies.

Proposals for this year are varied and include expanding the Council’s car club, evaluating our e-bike trial, delivering greener streets, updating our parking policy, delivering changes to parking permits and fees, as well as undertaking feasibility work on mobility hubs, improved wayfinding, loading provision, taxis and a school bus.

This is a great opportunity to gain further experience in the development and delivery of a diverse range of transport and parking projects, enhancing your project management, partnership working and communication skills in the process.

About the Team You’ll Be Working In
You’ll be working in the Programme & Strategy team, which sits within the Transport & Parking division. The team is responsible for delivering a number of the council’s strategic transport projects (including the Kerbside, Parking and EV Strategies), as well as helping to monitor contracts, delivery and performance across the division. These transformational projects play an important part in delivering the Council’s Corporate Plan and transport objectives. We recognise the importance of achieving a good work-life balance, meaning there is flexibility on the number of days you are required in the office each week.

About You
If the points below resonate with you, we’d love you to put in an application:

1. You have experience in leading the development and delivery of successful transport and/or parking strategies and projects in an urban setting. Through this experience you will have developed an outstanding understanding of current best practice in the development delivery and promotion of such projects. You will have substantial experience of leading strategy development, infrastructure design and/or behaviour change, ideally within a London local government context. You have the ability to deliver day to day work programmes and projects with minimal supervision, whilst ensuring that they are delivered on time and to budget.
2. You have solid experience in developing and leading partnership projects or services. This could be with other teams, local authorities, third sector stakeholders or businesses. You are a high performing individual who works collaboratively with others to achieve targets and service objectives. You also have the interpersonal, negotiation and organisational skills required to make these partnerships a success.
3. You will have developed excellent oral communication and stakeholder engagement skills. This means you have the ability to present information and projects for consideration clearly, concisely and persuasively to a wide range of audiences. You have an open and approachable manner that allows you to engage positively with colleagues, staff reporting to you, stakeholders, partners and residents to drive the delivery of projects successfully. You have a calm and clear approach to dealing with contentious and emotive issues and conflict to ensure the reputation of the team and Council is maintained. You will also have the ability to persuade others of the merits of a particular proposal required to achieve the service’s objectives.
4. You have excellent written communication skills. This has been developed by leading on the preparing reports and briefings for senior decisions makers, presenting these reports for consideration at formal Council committees or other appropriate meetings with minimal managerial oversight. You are confident in preparing and submitting detailed funding applications to access funding from a variety of external sources. To achieve this you have excellent ICT skills, including experience of using Microsoft Office applications. MS Project, CAD and GIS skills are also desirable.
5. You have experience of managing people and contracts to successfully deliver projects. You have strong interpersonal skills and a positive ‘can do’ attitude that mean you are able to motivate both staff and contractors to maximise project outcomes. You can easily identify where any support is needed and are happy to step in and assist where necessary. You are highly organised, with an ability to keep on top of contract/project management alongside your other duties. You have the confidence to be able to resolve any issues or conflicts in a proactive, timely and mutually agreeable manner, or take firm and decisive action when necessary, with support from your line manager.
